are there any out there that minutes don't expire?

I've used Page Plus Cellular for a few years now. They use the Verizon network. Coverage is great, no BS taxes, and you can use pretty much any CDMA phone. I do the $39.95 / mo. unlimited "Talk and Text" plan, but they also have a $12 / mo. plan that includes 250 minutes and 250 texts plus 10 MB of data. Or you can buy pre-paid minutes that don't expire, but one of the monthly plans is probably the better value. No contracts either.

so how does this work. take my old phone, buy a plan and put it on there network?

As long as it is a CDMA phone and not currently activated with Verizon, yes. I bought a phone on Craig's List and activated it. No problems.
You get the exact same Verizon coverage without the Verizon price or contract.
Here's a good reference for your questions. They are a re-seller. I've been renewing my account monthly directly with Page Plus, but you can set up auto refills as well.
